India Office to Foreign Office.—(Received December 9.)
India Office, December 8, 1909. WITH reference to your letter, dated the 2nd December, 1909, on the subject of the proposal of the American Government that an international conference should be held to conventionalise the resolutions of the Shanghae Opium Commission, I am directed by the Secretary of State for India in Council to say that be concurs in the suggestion of the Colonial Office, that on receipt of the views of the Government of India an informal conference should be held between representatives of the Foreign Office, the Colonial Office, Board of Trade, and this Office to consider the question of the reply to be returned to the proposals of the United States Government. His Lordship will be pleased to nominate in due course an officer to represent him.
I am to add that Viscount Morley would be glad to be allowed to see the observa- tions that Sir C. Clementi Smith may offer on the proposals of the United States Government in reply to the reference which has been made to him by the Earl of Crewe.
